This free gift is located within the Fortnite Winterfest Lodge. Access the Lodge via the snowflake icon on the main menu.

Inside the Lodge, locate a yellow present box with a red ribbon. Open the box to receive the Santa Dogg outfit. (Shaking the box has no effect.)
