Star Leap Producer Shinya Fujimatsu explained the choice of mobile as the platform, stating, "Our goal was to make Suikoden accessible to as many people as possible. Mobile gaming is the easiest way to reach a broad audience. However, we are committed to preserving the essence of Suikoden, ensuring that this new installment is a true numbered title in the series."
