Oblivion Remastered: Developer Reflects on World-Scale Leveling Misstep

World-Scale Leveling Persists in Oblivion Remastered

Bruce Nesmith, an original Oblivion designer, recently admitted that incorporating world-scale leveling was an error, even though the feature remains in the remaster. In a VideoGamer interview, Nesmith discussed the game’s leveling mechanics and their evolution.
Beyond Oblivion, Nesmith contributed to quest and system design for Fallout 3, Skyrim, and Starfield. He noted that the remaster’s leveling adjustments enhance playability for today’s audience.
In the original game, players had to repeatedly level major skills and rest to boost attributes. The remaster adopts a Skyrim-like system, where experience points accumulate across all skill lines. Nesmith commended Bethesda’s bold move to implement this change.

However, Nesmith expressed reservations about the retained world-scale leveling, where enemies scale with the player’s level. He remarked, “It feels like leveling up doesn’t matter because the dungeon scales with you.”
He added, “World-scale leveling was a misstep, as evidenced by its absence in Skyrim’s design.” Since Oblivion’s 2006 debut, fans have voiced similar concerns, creating mods to address this issue. With the remaster retaining this feature, fans continue to develop solutions.
Oblivion Remastered Exceeds Expectations

Anticipation for an Oblivion remaster was high, but the scope of the project surprised many, including Nesmith. He initially expected minor updates, akin to Skyrim: Special Edition’s texture enhancements.
In another VideoGamer interview, Nesmith lauded the team’s efforts, stating, “The level of remastering is extraordinary. The term ‘remaster’ barely captures the achievement.”

Bethesda’s commitment shines through in the remaster, with Tamriel rebuilt using Unreal Engine 5. This overhaul overcomes the original’s limitations, earning widespread acclaim.
